Cecil Ernest Carter Sr. was born in Baltimore, Maryland on September 26, 1956 to the late Virginia Rivers and Cecil E. Carter, Sr. Cecil received his education in the Baltimore City Public School System. Cecil grew up in a very close knit and happy family where he received spiritual and practical guidance from his loving grandmother the late Jennette Rivers. After a brief brief battle with heart disease he lost his battle on March 17, 2009. Cecil loved Marshal Arts, watching Kung Fu movies, comic books, singing in a group with his cousins Ernest, Marvin and his friend Rodney, talking on the phone to his aunts, eating, especially Rice pudding. He leaves to mourn his devoted daughter Erica Finney, one uncle Authur Rivers, three aunts Ida Wright and Shirley Connor and his favourt aunt Barbara Hawkins, three very close friends Regina E. Finney-Hughes, Fredrick Freddie Matthews, Alice Bowers and a large host of other family and friends to numerous to mention.
