Ceci l Parker Ke ll y, the only child of the late William and Oneida Benns Kelly, entered this life on October 21, 1938 in Northumberland county Virginia. In the early hours of the morning, he swiftly journeyed back to the Father on Saturday, June 25, 2016.
Among his family and childhood friends, he was known as 'Cheesy' or 'Cheese'. Within the community where he lived, he was called 'Mr. Cecil'.
Cheesy received his early education in the Northumberland County Public School system of Virginia. Joining his mother in Baltimore, Maryland, as a young adolescent, he completed his education in the Baltimore City School system.
Through his first marriage, four children were born: Debra Yvonne, Rodney Parker, Darryl Maurice, and Cecil Andrea. His second marriage produced one child, Avery Vaness.
On May 18, 1992 he met and married his life-long love, Barbara Cannady. Cecil and Barbara enjoyed bus trips to the casino, barbecuing, and being there for each other come what may. Before he had to leave her side for anything, he would make sure that Barbara was covered and cared for. Cecil also enjoyed watching football, baseball, and wrestling lounging in the recliner.
Cecil was baptized at a young age in Virginia and also held the position of trustee at Greater Mt. Hebron Baptist Church in Baltimore city.

was the helper in the community. He would help others doing small
tasks, giving someone a ride, going to the store and the community would help
him. Kindness came naturally to him. He would give you the shirt off his back if
you needed it. He enjoyed being around people. Always having a story to tell
his smile and laugh became contagious.
There is one more name he was known by and that name was "Pops". In 201-3,
Cecil was blessed to discover that he had another daughter, Robin Hartley. He
delighted in introducing her to everyone, taking her to his birthplace in Virqinia,
and of course, telling her the stories of his life. He had so much to catch her up
on.
This opened up a new chapter for him. It established a relationship, not only with
Robin but also with his sons. Making sure that Barbara was cared for in
2014,
he
journeyed to South Carolina to visit his sons. With 3 of his children by his side, he
traveled to Myrtle Beach forthe first time and walked along the shore barefoot.
That was a great day in which he said, "I never thought that I would do this". It
was also during that time that he took the one and only family photo of he and
some of his children. In 2015, he returned to visit them again, flying for the first
time.
He leaves to cherish many memories, his loving wife, Barbara Jo Kelly; 7 children:
