Tapia
December 21, 1955 – April 30, 2019
Daughter of the late Earl Thomas Carter and the late Decie Evelyn Carter
was born on December 21, 1955 in Wilmington, DE. Charlene grew up in
Baltimore City and received her education in the Baltimore City School
system, and graduated from Forest Park High School. She pursued her
higher education at the University of Maryland - College Park and
Morgan State University where she graduated with a Bachelor and
Master Degree in Psychology. While attending Morgan State University
she was an active member United States Army Reserved Officer
Training Corps and attended the United States Army
Airborne School. Charlene worked in the mental health field for
many years at the Baltimore City Health Department, Kennedy Krieger
Institute, as well as the University of Maryland Medical System before
her retirement. Charlene married Jose Tapia, Sr. in 1986, and from this
union one son was born, Jose Tapia, II.
The eldest of eight children, Charlene and was always proud of
her "Big Sister" role. She adored her children, grandchildren,
siblings, nieces, nephews, and extended family. She was always a loyal
and committed mother, grandmother, sister and friend. She was an avid
reader and always enjoyed Stephen King's novels.
Charlene left this earth suddenly on April 30, 2019, but leaves to
cherish her life and memories, her children, Kia Crawford & Husband
Oliver Crawford, Kevin Reazer II, (Kevin Reazer, Sr - Father), Jose Tapia
II (Jose Tapia Sr.- Father), and Jonathan Wallace (Jonathan Wallace, Sr-
Father) and grandchildren, Ocke, Kortez, Akiera, Crishane, Cameron,
Kevin, Keven, Kyree, Kahleel, [ahleel, Kayla and Jose, Jr. Additionally, her
stepfather Franklin Black, and her siblings, Jacquelyn Mitchell (Anthony
Mitchell, Sr.), Edwin Perkins, Phyllis Pinacle, Chandra Miller (Derrick
Miller), Chanda Jackson, and Valda Perkins and Donald Pinacie
who both preceded her in death. She also leaves to cherish a host of
nieces and nephews, aunts, cousins, extended family and friends.
