On Monday evening, December 9, 2019 Charlie Randolph
Payne, affectionately called "Lil Bro" transitioned into eternal life.
He was the second of four children to Charlie and Mable Payne.
As a child, he always wanted to have a job. He negotiated his
first job as a preteen. Charlie became a helper at the comer store
where maintained the sidewalk and cleaned the floors inside the
store. He worked there long enough to become a waiter and cashier.
On Saturdays, he assisted the maintenance staff at the family
church at Fulton and Riggs Avenues, Rehoboth Church of God.
Charlie attended Baltimore City Public Schools; but left his sen-
ior year to volunteer in the U.S. Army. While serving his tour in
Juneau, Alaska; Charlie received his GED, and trained as a cook.
He was honorably discharged at the age of 19 in 1968.Charlie
found employment using his skills in - an area hospital cafeteria.
This is where "Lil Bro" met his first wife, Barbara Ann Dickerson.
From this union, two sons Charlie Jr. and Scott Payne were born.
Shortly afterwards, he began to work at BGE as a meter reader.
Charlie worked there until he was able to receive early retirement
due to physical challenges. He found it hard not to work, so he be-
came a taxi driver for Diamond Cab Co. Years later, he met and
married Ruth Jones in June 1996 who remained devoted until his
passing. His last years were spent in Martinsburg, West Virginia ,
Veterans Hospital trying to improve his own ability to walk for
more than five years. He just returned to Baltimore a few months
ago.
Charlie leaves to mourn his wife, Ruth Payne; two sons, Charlie
Jr., Raleigh, NC and Scott Payne (Terri), Baltimore; two stepchil-
dren, Antonio and Antoinette Dickerson (Baltimore); three grand-
children, Charlie Wade, Journey and Jackson Payne (NC and Balti-
more); three siblings, Deborah Mullen (Alvin), Martha Scarbor-
ough (Bobbie, deceased) and David (all Baltimore); Aunts, Thelma
Scott, Louise Payne, Doris, Olivia (Baltimore), Shirley, Lois and
Annie Owens (NC) and a host of cousins, nieces, nephews and
other relatives and friends.
