Frances Louella Wynn (Formerly Greene) was born to the late Willie and Beulah Green in Baltimore, Maryland on July 24, 1943. Frances departed her life on April 16, 2026.

 Frances received her formal education through Baltimore City Schools. She began working for The Maryland State Government in 1979. It was with the State of Maryland she developed a passion for the youth and advocacy. Frances worked for various agencies throughout the system, in many areas pioneering new programs and initiatives.

 Frances loved the Lord and she served at The Ray of Hope Baptist Church over 20 years on the choir and praise team. 

Frances leaves behind a loving and devoted family. Husband John Wynn Son, Donald “Junie” Gwynn, Daughter, Debra “Duck” Allen (Robert). Grandchildren: Tamika “Mika” Womack (Samuel); Terrell “Baby Boy” Winder; Rashawn “Shawnie” Anderson (Cameron). Great and Great Great Grandchildren: Samuel Il, Samira, Sidney, Cameron Jr, Skylar, and Sevyn. She leaves behind a host of other relatives and special friends James and Debbie Drew.
