Obituary

Frank McNeill was born on September 22, 1941, in Erwin, North Carolina, to the late Viola and George McNeill, Sr. He made his transition on March 22, 2017, at Seasons Hospice at Franklin Square Hospital. Bobby, as he was affectionately called, was the ninth of thirteen children. He received his formal education in the public schools of Harnett County. He moved to Baltimore, Maryland, in the late 1950s. He worked for Diamond Cab Company for many years. In December 1983, he began his career at the State of Maryland Highway Administration, where he worked for 20 years before retiring in 2003. After his retirement from the MHA, he worked for Durham Bus Company and Reliable Bus Company until his health began to fail him.

He was a member of Christ United Methodist Church for many years, serving on the Trustee and Finance Committee, Usher Board, Gospel Choir and United Methodist Men. In recent years, he became a member of Kingdom Harvest Discipleship Ministries.

Bobby loved to have fun and joke about everybody. He could make you laugh and sometimes make you mad, but he lived his life to the fullest. He did exactly what he wanted to do whenever he wanted to do it. He enjoyed every bit of his life whether it pleased others or not.

He was especially proud of his children and would brag about their accomplishments to his coworkers. One of the proudest moments in Bobby's life was when his daughter Cheryl got married in 2016. He couldn't wait to walk her down the aisle and give her away. He was at the hotel early-all in the way-as she got dressed for her big day. He was a proud father and the only male in the room as the girls got dressed. Only Bobby would do something like that! He was extremely proud of his son Keith (Noochie) when he became a police officer. He was honored to tell people about his son, especially when he was promoted to Sergeant. Bobby carried a patch that said "Baltimore City Police" in his car, thinking it would help him get a parking space. His granddaughter Shenia was the apple of his eye. He oftentimes told her she was smart and knew everything. Nobody could say her name like he could; when he was around her he would keep saying "Shenia, Shenia." She could get anything she wanted from him, and everyone knew how much she delighted his heart.

Bobby was married to Carlotta Hollis McNeill for 46 years before they divorced in 2010. From this union they were blessed with two children, Cheryl and Keith. Carlotta remained his best friend until the end. He would call her daily to talk and gossip about everything and everyone they knew. In addition to Carlotta, James Ray was a very dear friend who remained loyal to him until the end.

He was preceded in death by his parents, Viola and George McNeill; sisters, Louise Smith, Viola Covington and Margaret McNeill; and brother, William McNeill. He leaves to cherish his legacy two daughters, Cheryl Benjamin (Orland is) and Diane Gordon; one son, Keith McNeill (Danielle), one grand- daughter, Shenia Mackey; one grandson, Keith McNeill, II; six sisters, Virginia Chance, Beatrice Chance, Magnoila Ray, Shirley Pullen (Fred), Geraldine McNeill (Alphonso) and Dorothy McKoy (Ruben), all of North Carolina; two brothers, George McNeill (Della) of Baltimore, MD, and Larry McNeill of North Carolina; two sisters-in-law, Della McNeill of Baltimore and Dequata Hollis of Salisbury, North Carolina; two brothers-in-law, Dr. Burney]. Hollis of Baltimore and Wilbert Hollis of Salisbury, North Carolina; and a host of nieces, nephews, cousins and friends.
