Howard "Smokey" Armstrong was born January 19, 1961 in Baltimore, Maryland to Lillie Mae Armstrong and Charles Wiggins. He departed this life on January 24, 2021. Howard never married or had children.

Howard always made friends where ever he went. He could strike a conversation with anyone just as though they were lifetime friends. He met some positive people on his life journey who guided him through his obstacles here on earth. Howard ran his life race only as he could and endured to the end. It's time for your eternal rest my Brother. May Gods loving mercies be with you. He is survived by: His Mother, Lillie Mae Armstrong; Brothers, Ronald Armstrong, and Anthony (Denise) Armstrong; Sisters, Sheila (Kenneth) Stokes and Rene "Pudd'n" Armstrong (Virgil); Uncle, Clarence "Bosco" (Theresa) Armstrong; "Aunt; Diane Crosby (Robert); Cousin, Emory (Rhonda) Armstrong and a host of nieces, nephews, cousins and friends.
