James Albert Owings was born in Baltimore, Maryland on June 9, 1922 to William and Mamie Owings. Mamie Owings died when he was two years old. William Owings then married Estelle Carter.
James Owings graduated from Frederick Douglass High School in 1940. He attended Morgan State University and received a BS Degree in Elementary Education. He became a member of Beta Sigma Tau Service Fraternity. He received a Masters Degree from the University of Maryland and a Certificate of Advanced Studies from Johns Hopkins University.
He served two years in the U.S. Army stateside during WWII. James Owings worked full time in the US Post Office for a few years while attending college and raising 5 children. He then became an Elementary School Teacher, Assistant Principal and Principal.
He belonged to Ames United Methodist Church then Metropolitan Methodist Church. There he was Superintendent of Sunday School and the Summer Enrichment Program. He was the leader in "Science for Everyone Program". He was also Scout Master for BSA Troop 276.
James Owings was member, vice president, and president of the Methodist Men. He sang in the Douglass High School Choir, Morris Queen Chorale and Community Concert Choir.
James Owings married Jacqueline Johnson on September 28, 1941. From this union came five children.
He leaves to mourn his passing: his wife, Jacqueline Owings; daughter, Cynthia Thomas, daughter, Roxanne Forster, son, Irvin Owings, daughter, Juliette Ruffin and son, Wendell Owings. He also leaves several grandchil- dren, great grandchildren, great great grandchildren, relatives and friends.
