Jean V. Russell, daughter of the late Robert & Edna Waters
was born July 3, 1937 in Baltimore, Maryland. She departed
this life on September 22,2019 after a lengthy illness.
Jean received her education in the Baltimore City Public
School system. After high school she continued her educa-
tion to become a license beautician and later became a
License Practical Nurse. Jean wore many hats but her most
rewarding was taking care of children and people in need.
Jean was married to Ellwood Russell even though she never
had children she considered her nieces and nephews her
children. Jean loved the Lord most of all, she was a true
Christian. She was a member of the St. Paul Praise and
Worship Church, under the leadership of Pastor Denise
Norfleet Walker.
Jean was a faithful devoted member of the improved benev-
olent protective order of Elks of the world for over 60 years.
She was an active member until she fell ill. She held many
titles such as Conservation of Sight Department, Daughter
Ruler of the Spirit of Chesapeake #761, Loyal Daughter
Ruler of her Council Peace & Harmony, Grand Temple
Chaplin, Past State President. She ended with the title of the
Tri State President.
Jean was proceeded in death by her father Robert Waters,
mother Edna Waters, brothers Robert (Big Joe) & Ellsworth
(Jimmy) Waters, Edna Mae Chapman (sister), Shirley
Washington (sister), and Elenora Winston (sister).
Jean is survived by her husband Ellwood Russell and chil-
dren, Jeffery Ellwood Jr. and Diane, her twin brother Wil-
liam Waters, and younger brother Melvin Waters, ReNay
Todd (niece) Alie Boo Waters (nephew) whom she raised as
her own children. Terrence and Stevie Todd (great neph-
ews), Taylor (Boopie) Todd (great, great niece), and her best
friends, Cindy, Miss Eugenia (Bonnie) Davis, Miss Marga-
ret Selby, Miss Marie Hutchins and a host of nieces, neph-
ews other relatives and friends.
