She attended Baltimore City Public School, and she graduated from Mergenthaler Vocational-Technical High School in June 1979. After graduation, she enlisted in the United States Navy and served for seven years. She was last stationed in Hawaii prior to returning to her home in Baltimore.

Joy had a bright mind and was a quick thinker, gifted in art and poetry, but the greatest achievement of her life was her children whom she loved dearly.
She leaves to cherish her memories, one son, Kenneth Glover, one daughter Brieyonna Keitt, four grandchildren, Kayla Lane, Kennedi Glover, Taalib Glover and Amir Glover; one brother, Earl Woodland II, a host of cousins, other relatives and friends.
