Lowell Walter Prout,
who served as a long.
time federal worker for
26 years at the Library
of Congress in
Washington, DC., died
on Thursday, January 6,
2022. Lowell was 67
years old,Lowell was born to the late Ralph
Churchill Prout Sr, and Doris Anita Figgs
Prout in Baltimore, Md, on March 31,
1954. His mother, the late Doris A. Prout,
originally gave him the name of "Laure!"
at birth, however, a nurse midwite
incorrectly listed his name as "Iowell" to
his assigned birth certificate.
In the early 1960s, the family moved to
the Edmondson Village community of
Baltimore, MD. Ralph Prout, Sr. was an
Army Veteran who retired from military
service. Doris Prout, who was a
homemaker, gave birth to four boys
Richard (deceased at 2 years old), and
Ralph Jr., Stanley and Lowell, and reared
them from infancy through adolescence.
Lowell was the youngest of the four boys.
Lowell was an active young man who
enjoyed playing soccer in school, reading
books, researching African American
history, and pranking family and friends.
Lowell was educated in the Baltimore City
Public School System and, in June 1972,
graduated from Baltimore City College.
In the fall of 1972, Lowell attended the
University of Maryland College Park
through his junior year with a major in
Psychology. During his time there, he was
very active in the Black Student Union on
campus. Lowell's early career began with
working at Greyhound Bus Terminal
while attending high school. After a few
years, Lowell embarked on an internship
at the Library of Congress and spent the next twenty-six years in a variety of
positions at the Library of Congress, The
last position held prior Lowell's retirement
was Curator of Special Collections for the
Library of Congress. On January 3, 2006,
Lowell retired from federal service.
On June 11, 1988, he joined in holy
matrimony with Dara B. Scott; who also
had a daughter, Anisa C. Scott from her
previous marriage. Although, Lowell was
raised as Jehovah's Witness, the two were
blessed to have the wedding ceremony
hosted at Dara's family's home church in
Washington, DC at Calvary Episcopal
Church. The union was blessed
by the birth of two strong and healthy
twin boys, Adair Branson Prout and
Tavril Keir Prout. Lowell had previously
joined in holy matrimony with Vanessa
Prout. Their union was blessed, also, with
the birth of two loving daughters, Akilah
Asha Prout and Malikh Iman Prout.
Lowell loved his family dearly and was
devoted to them.
Lowell was preceded in death by his
parents, Ralph Sr. and Doris; brothers
Richard, Ralph Jr., and Stanley; tather-in-
law, James G. Davis, Sr.; brother-in-law
Tyrone Elvis Austin and sister-in-law
Cynthia Prout; nephew, Jamar Paul-
Davis; and a special cousin who was
considered an older brother, Julian Prout.
Lowell leaves to cherish his memory: wite,
Dara; daughters, Akilah, Malikh and
Anisa; sons, Adair and Tavril; grandsons,
Gabriel and Nazir; mother-in-law,
Joycelyne A. M. Davis; sisters-in-law, Javii
Austin and Charise Davis; brother-in-law
James Davis Jr.; nieces, Jasmine and Leah
Davis, Jennifer and Charbai Burton, and
Kelsi Austin; nephews, Marcus and
Rashad Prout, Garey Davis, and Jordin
Austin; and many cousins, neighbors, and friends.
