PHREFINIECE MARIE WHITE, affectionately known as Niecey, was born on July 22, 1952 to the late Leroy White Sr. and Alice Dukes-White. Niecey closed her eyes to rest eternally on March 26, 2025. Niecey attended the Baltimore City Public Schools. She was employed with the Baltimore City Department of Public Works for almost 20 years before retiring in 2024. Niecey had the opportunity to meet Mayor Catherine Pugh who awarded her as Partner of the Year. Niecey had a strong love for spending time with her family cooking (crab cakes were her specialty), line dancing, playing spades and watching the Ravens play. She also had a knack for fashion. Dressing in nice clothes and shoes was something she took a liking to.

Niecey was preceded in death by her parents Leroy White Sr. (father) and Alice Dukes-White (mother), and siblings Frank Tillman, Leroy "Brother" White Jr., LeAnn White and Zorita White. She leaves to cherish her memory: her daughter, Ann Shavon Thomas; grandson, Emmanuel "Manny" Jackson; sisters, Esther Hines, Debra White; brother, Reginald White, Hilda "Boonie" Haywood (Danny); two best friends, Karen Aiken and Linda Whittaker; a host of nieces, nephews, great-nieces, great-nephews, cousins, extended family and friends.
