Phyllis Thorne, 63, of Baltimore, MD passed
away at Holy Cross Hospital in Silver
Springs, MD on January 10, 2016.

Phyllis was born in Baltimore, MD on June 17, 1952,
to Elaine and Cassell Thorne. She attended Baltimore
Public Schools, attained an Associate Degree from Baltimore
City College, a Bachelor Degree from Goucher College, and a
Master's Degree from Morgan State University.

Phyllis was an great advocate for children and
their rights. She created many of the policies and
proocedures for children in the foster care system to ensure they
received quality services and supports. Phyllis was recognized
as employee of the years for 5 years straight. She was
recognized by the state ofMD as an great advocate and
champion of children throughout the State ofMD. Phyllis
enjoyed planning, organizing, writing poetry, puzzles,
dancing, listening to old R & B music, and her favorite
songwas "At Last" by Etta James.

Phyllis is survived by her brother, Ronald Thorne-EL
& sisrer-in-Lcw Beatrice Thorne-EI and her sister,
Yvette Scott & brother -in-law Jonathan Scott and a
host of nephews, nieces, cousins, and friends who love and
