RUTH E. BUTLER was born on November 5, 1941 in Baltimore, MD to the late Preston Lee Randall Sr. and Naomi Wilkins (formerly known as Naomi Randall.) Ruth transitioned from this earthly realm on March 31, 2025. Ruth attended Baltimore City Public Schools and later in life graduated from our national treasure, Morgan State University with a Bachelor of Science in Business Administration in May of 1984. Although Ruth never married, in her younger years she met the love of her life, Byron Moore. Together, Ruth and Byron built a lifelong bond and went on to have five beautiful children, Deborah, Barbara, Byron, Michael, and Darcel Butler.

After raising her children and earning her degree from Morgan State University, Ruth began her professional career with the State of Maryland, working in the Office of the Insurance Commissioner. She remained with the state for over 15 years before transitioning to the federal government, where she continued her career with the Internal Revenue Service. Ruth remained with the IRS for 20 years and proudly retired. A devoted mother, grandmother, great-grandmother, sister, aunt, and friend, Ruth dedicated her life to caring for others. Ruth loved life and found joy in the simple pleasures. She was an avid fan of Westerns, enjoyed trying her luck with the lottery - often with surprising success - and cherished every moment spent with her grandchildren and great-grandchildren. Ruth delighted in trips to the supermarket, traveling on cruise ships, and hosting family gatherings filled with love, laughter, and good food.

Ruth is preceded in death by her parents Preston Lee Randall Sr. and Naomi Wilkins, as well as three of her beloved children Deborah Whitten, Byron Butler, and Michael Butler. Ruth is also preceded in death by seven siblings. She leaves to cherish her memory: her devoted daughters, Barbara Butler and Darcel Butler; her loving siblings, Irene Parker, Marcella Randall, and Irvin Randall; five grandchildren, Nicole Word LMSW, Courtney Whitten, Merron Butler, Bria Butler and Byron Butler Jr.; six great-grandchildren; and a host of cherished nieces, nephews, extended family, friends, and former colleagues.
