Vivian Constance Palmer, beloved daughter of the late Carmelia Shaw and James Shaw. Vivian was born on January 11, 1937 in Baltimore, Maryland. She quietly departed this life on November 30, 2020.

"Vivian" was raised and educated in Baltimore City Public Schools. She met and married Willis (Billy) Robert Palmer, Sr., two were raised from that union, Billy Jr., and Vet.

Vivian worked and retired from Baltimore City Health Department as a Nurse's Aid. She was a strong willed woman that loved her occupation and her family dearly. She was dedicated to her family and was always there to let you know when you were wrong or right.

Vivian was the oldest of two. She was preceded in death by her husband, Willis Sr., along with sister, Jean Froneberger.

She leaves to cherish her loving memories: her loving children, Billy Jr., and Vet. and devoted daughter-in-law, Renee. Eight grandchildren, Dwight Palmer, Shaun Cozart, Chinell Jones, David Jones, Tiffany Palmer, NaTasha Palmer, Andre Russell, LaToya Russell and LaTosha Russell; twelve great-grandchildren, Christian, Dwight, DeAndre, Prince, Kali, David, Paige, Eli, Zoe, Madison, London, Liam; two brothers, Edward and Michael; one niece, Benita Froneberger; one nephew, Gary Froneberger; several nieces and nephews, a host of other relatives and friends.
