Obituary

William Ceffie Carter, was born December 6, 1948 to the late Joe and Elenora Carter. As a birthday gift, God blessed him with his wings. He took his flight and entered into eternal rest on his 66th birthday, December 6, 2014, after a lengthy illness. William received his education in the Baltimore City Public chools. In 1969, he gained employment with Bethlehem Steel and after 30 years of dedicated service he retired in 1999. Later, he worked for Baltimore Marine Industries (BMI), until 2003. On September 6, 1997, he united into holy matrimony with the love of his life, Wanda Ringgold, whom he affectionately culled "Wan". William was a loving and dedicated husband, father, brother, uncle, and friend. He enjoyed spending time with his loved ones. A man well- known for his big heart, he was always willing to lend a hand whenever it was needed. He also loved working on projects around the lwuse, 'toatchmg television, and visiting casinos. William's pride and 'oy was his daughter, Towanda. The two of them shared a very special father/daughter bond. In addition to his parents, he was also preceded in death by a sister, hirley Smith. William leaves to cherish his memories his loving and devoted wife, Wanda Carter; daughters, Towanda Carter and Neeka Dent (Terrill); son, Damon Ringgold (Maria); grandson, Tywaun Hammonds; two brothers, Joseph Carter, Jr. and Robert Carter; four sisters, Lorraine Douglas, Charlotte Patterson, Alleain Greene-Goodwin, and Linda Jackson; two sisters-in-law, Sharon Jones and Joyce Jones; one brother- in-law, Dennis Jones; a beloved aunt, Mildred Carter; two devoted _Tiends, Harvey Reed and Wayne Manuel; and a host of nieces, nephews, cousins, other relatives, and dear friends.
